BCRCA BOARD MEETING
March 28, 2008
President Tom Stoffel called the board meeting to order at
6:30 p.m. at Stoffel’s Shady Oaks Resort. Board members present: Dave Carder,
Barb Johnson, and Mike Sperry. Nancy Peterson was not in attendance.
Discussion:
Ø
Minutes from the December 13, 2007 meeting were emailed to
members. Minutes approved as emailed.
Ø
Treasurer’s Report: Balance in checkbook as of March 26, 2008 was
given.
Ø
As project coordinator for the vacation guide/map, Nancy’s
contract read if the guide produces over $3000 in profit a 15% bonus would be
given. Dave Carder made motion to give Nancy her bonus. Motion 2nd
by Barb Johnson. Motion carried.
Ø
The 15,000 recipient Email Blast with twincities.com was sent out
March 26th. (you were sent an email of the December minutes with mention of
this Email Blast that Sharon Stoffel won and donated to BCRCA). If you did not
receive/read minutes and are interested in receiving them again, request from
Sharon at
shadyoaksresort@aol.com. You will be sent a copy of the Email Blast via
email.
Ø
Our Annual Spring Dinner will be held on Thursday, April 17th
at The Experience in Siren. Included with these minutes is the letter on the
dinner. PLEASE RESPOND ASAP.

Sharon will again send out potential letters to prospective
lodging establishments.
Ø
Distribution of vacation guides and maps in our local area:
presently our quantities of vacation guides is low. Board discussed whether to
keep guide distribution at the minimum in Burnett County area or get them
distributed to the areas in southern Wisconsin, Iowa, Illinois, Minnesota that
Assured Publications does not deliver.
Ø
Advertising dollars: general consensus of the board is to check
into more development of the website for BCRCA, whether we have an entirely new
website developed by a professional or have a professional help with our current
website. Also discussed partnering with Siren Tourism Commission for
advertising, thus sharing the dollars spent for more advertising.
Ø
Barb Johnson made a motion, 2nd by Dave Carder to give
secretary-treasurer a raise to $1500 per year.
Dave Carder made a motion, 2nd by Mike Sperry to
adjourn the meeting at 8:25. Motion carried.

December 13, 2007

President Tom Stoffel called the board meeting to order at
7:00 p.m. at Carder’s Clam Lake Resort and Campground. Board members present:
Dave Carder, Barb Johnson, Nancy Peterson, and Mike Sperry. Nancy Herman of
Yellow River Advertising and Dave Caithamer also were present.
Discussion:

was given.

Nancy Herman has completed the vacation guide/map and it will be
sent to Kingery Printery the middle of December. Dave Carder made motion, 2nd
by Mike, to print 30,000 guides and 50,000 maps. Motion carried.
Ø
Nancy indicated the vacation guide would be 72 pages this year.
She presented 2 options for front and back covers and inside weight of paper.
Motion made by Dave Carder, 2nd by Mike to use 70# paper for cover
and 60# paper for inside vacation guides. Motion carried.
Ø
Discussed distribution of guides/maps to areas outside Minnesota
and Wisconsin; Barb made motion, 2nd by Nancy P. we contract with
Assured Publications, as we did last fall for distribution to the I-29 corridor,
to deliver to outside areas. Motion carried.
Ø
Nancy gave 3 choices for number of guides and/or maps to
distribution areas; Tom made a motion, 2nd by Nancy P., we send 6,000
shrink wrap sets of vacation guides/maps to IndianHead Country in Chetek to
distribute to 10 vacation/sporting shows in upper Midwest. Assured Publications
10,000 (6,000 shrink wrap sets and 4,000 vacation guides), to be distributed
from Minneapolis/St. Paul to Kansas City, Missouri, the southeast corner and the
I-29 corridor of Wisconsin. Kingery Printery to mail 2,170 guides to tourism
centers, convention bureaus, chambers of commerce and libraries; and BCRCA
11,830 guides and 38,000 maps for distribution in our county. Motion carried.

Our area distributors will be: Danbury area: Barb and Gordy
Johnson and Dave Carder; Grantsburg area: Jerry Dorff; A & H area: Dave
Caithamer; Webster area: Dorothy Wallace and Siren area: Tom and Sharon
Stoffel.

Discussed the possibility of partnering with Siren Tourism
commission for advertising. Nancy will check possibilities.

FYI:
Nancy Herman, Tom, and Sharon Stoffel attended Northwestern
Wisconsin Tourism “2008 Success Thru Partnerships” meeting on Thursday, January
17 at Wisconsin Great Northern Railroad in Spooner. The meeting involved
representatives from the St. Paul Pioneer Press, TwinCities.com, and
representatives from tourism related entities. Discussion on “partnering” with
Burnett and Washburn to encourage a consistent northwest Wisconsin message to
continually invite tourists to our area of the state. The partnering would not
only be with lodging establishments but with all businesses. Anyone interested
in joining with this group, please call us a.s.a.p. at 651-436-7921 (our winter
number); we will be meeting again within the next few weeks to gather together
ideas on how we can support each other in marketing and promotional efforts.
Three prizes were given at our
meeting; Sharon won and donated to BCRCA a “15,000 recipient email blast” on
twincities.com. They will be sending our info to their “Travel Deals” opt-in
list. This is a 100% advertising message. They will promote and list all of the
properties in the resort association, do a
small logo and phone number, e-mail or website link.
This gift is valued at $1,000. Nancy Herman will prepare our “ad”. We are
looking at having this posted around the end of February.

August 22, 2007

called the board meeting to order at 7:00 at Shady Oaks Resort. Board members
present: Dave Carder, Barb Johnson, Nancy Peterson, and Mike Sperry. Nancy

Fell and Clare Wright) in Spooner; Ross’s Retreat (Karen and Ross Goulette) in
Webster; Trout Haven Homes (Beth and Dan Graf) in Frederic; and Wallace’s Resort
(Dorothy and Tom Wallace) in Webster.

vacation guide/map are going well.

attended August 8th PRT (Parks, Recreation and Tourism) meeting at
Burnett County Courthouse; BCRCA was requesting $4000 for the vacation
guide/map. Nancy stated the county would get 8 pages in the guide. They will
send Nancy the information for the guide and she will edit it.

Nancy Herman again
discussed advancing our advertising area beyond the guide and map. Suggests we
use some newspaper advertising; gave us some possible opportunities and costs.
Board members felt this would be a very positive approach for more advertising
exposure. Board voted we would do some fall advertising in the Twin Cities area
using the Pioneer Press for two weeks in September (9th and 16th);
this promotion gives us 3 ads per week for two weeks; total cost will be
approximately $850. In January/February we will again advertise for
approximately 5 weeks for the spring and summer promotion. We will then reach
out to Milwaukee/Cedar Rapids/LaCrosse areas. Nancy will prepare and submit our
ad; Dave Carder made motion we proceed with ad, 2nd by Nancy
Peterson. Motion carried.

BCRCA ANNUAL MEETING
April 19, 2007
President Dave Caithamer
called the Annual Meeting to order at 6:35 at The Experience in Siren. Board
members present were: Dave Carder, Paul Howland, Barb Johnson, and Nancy
Peterson.

River Advertising, Doug Rhode, Lodge Hotels & Resorts, and Mike Kornmann,
Burnett County Extension Service were present.
Dave welcomed BCRCA
members, of which 17 members were present, to the annual meeting. Dave Carder
thanked Keith Hobbie, the chef and wait staff for the great food.

Paul represented the BCRCA for
the St. Croix Valley Regional Tourism Initiative and reported Burnett, Polk and
Barron counties were working together on tourism. They would like to develop a
relationship with the tribe.
Ä
Doug Rhode, Lodge at Crooked
Lake, reported on room lodging tax; 70% of the lodging tax goes towards tourism
which will soon change to 90%. Siren has hired a marketing firm, from the Twin
Cities, to prepare a brochure on tourism for Siren; Siren Tourism Board directs
the marketing firm. Municipalities can make decision what they want to do with
dollars from the lodging tax. For every dollar spent in Siren it pays $4.80
back into the community; this amount will be raised in May 2007.

Mike Kornmann discussed
effective collaboration thru marketing. Would like to form new partnerships,
apply for money for grants and find new ways to promote Burnett County.

BCRCA can purchase a web page
for $75 per year on Burnett County website. Dave Caithamer made motion to buy
sponsorship on web page; 2nd by Keith Hobbie. Motion carried.

BCRCA Website: Paul feels we
should have a cost for web only ad. Discussion on paying to have
BCRCA website listed on the search engine
Google. Paul will research.

Printing company for new
guide/map. Dave Caithamer made a motion to again hire Kingery Printing
Company. They did a great job on printing for current guide/map and cost for
approximately $5000 less than with Winona Printing. Sharon 2nd
motion. Motion carried.

Discussion on dollar amount to
pay distributors. Maria Rosenthal made motion to increase pay to $12 per
business per year. Keith Hobbie 2nd motion. Motion carried.
Distributors will be paid in the fall.

Discussion on vacation
guide/map rate increase. Dave Caithamer recommends the new board should make
decision.

Nancy Herman suggested she
receive a bonus for the production of the current vacation guide/map since we
have excess amount in the checkbook. Decision to be made by new board.

married couple was president and secretary/treasurer and it worked well. Dave

said he would accept position for one year. Motion carried.

June 5, 2007
President Tom Stoffel called the board meeting to order at 6:30 at Shady Oaks
Resort. Board members present: Dave Carder, Nancy Peterson; Barb Johnson, and
Mike Sperry were not able to attend. Nancy Herman of Yellow River Advertising
also was present.
Discussion was held on the following:
Minutes from the April 19 Annual Meeting were read. Will be sent to
members.
Treasurer’s Report: Balance in checkbook as of June 5, 2007 was
given;
Dave Carder made a motion we donate to memorial fund for Mel Winberg;
2nd by Nancy Peterson. Motion carried.
Discussed Indian Head Country contract. Price this year is for $1825
which is $100 more than the last couple years. Motion made by Dave
Carder to accept. 2nd by Nancy Peterson. Carried.
Nancy Herman will put together webpage information for the Burnett
County website and submit to web penguin.
Nancy Herman passed out Kingery Printing’s bid for this year. We need
to commit to Kingery by June 15 to hold proposed prices. Cost from last
year went up approximately 6.4% on guides and maps 5.2%. Tom made motion
to continue with Kingery; 2nd by Dave Carder. Motion carried.
Guide can be 88 pages with stapled binding; over and above 88 would have
to be bound.
Discussed vacation guide, map and versus website. Consensus is to
stick with guide and map.
Nancy Herman passed out projected advertising prices for guides/maps.
Tom made motion we raise 5% to advertisers and freeze the member rates.
Seconded by Dave Carder. Motion carried.
Tom made motion to increase Yellow and Clam Lakes lake map ads to $70
per business. 2nd by Nancy Peterson. Motion carried.
Nancy Herman proposed to the board doing an advertorial opportunity
to members and businesses. Discussed if the advertisers have to purchase
an ad also or just do the advertorial. Discussed pros and cons. The
advertorial could be an alternative to an ad.
Nancy Herman discussed the costs of the inside pages for members
versus business ads. Dave Carder made motion non-members and members pay
their respective rates for inside pages. Tom 2nd motion.
Motion carried.
Nancy Herman presented her contract; Nancy Peterson made motion that
we sign contract 2nd by Dave Carder. Motion carried.
Nancy Herman presented proposal for the county advertising; suggests
we again ask for $4,000. Board suggests we stay at $4000 to county.
Nancy Herman discussed advancing our advertising area beyond the
guide and map. Suggests we use some newspaper advertising; gave us some
possible opportunities and costs. Tom suggests talking with Barb and
Mike before we make decision. All board members felt this would be a
very positive approach to more advertising exposure.
Nancy Herman asked if we would like her to pursue the Siren Tourism
Commission for BCRCA to piggyback on ads with them; board gave her the
OK.

December 5, 2006
President Dave Caithamer called the board meeting to order at 6:30 at Carder‘s
Resort & Campground.
Board members present: Dave Carder, Paul Howland, Barb Johnson, Nancy Peterson

Herman of Yellow River Advertising. Dave and Cathy Carder provided pizza from
their pizza shop and
beverages for our board meeting.

Minutes from the September 20 board meeting were emailed to board members. Dave
then
forwarded to members.
Treasurer’s Report: Balance in checkbook as of December 5, 2006: was given; a
few business ads
have not been paid for at this time. Nancy Herman is contacting businesses.
Sales tax and income tax status: Tim Meister, accountant in Siren, was given a
black/white 1/8 page
ad for assisting us with our questions on sales tax/income tax.
We still have a few businesses that have not paid for their vacation guide ad;
Nancy Herman will be
contacting them again.
Nancy Herman will be sending vacation guide/map to Kingery Printery December 15,
they will then
make a proof and send back to Nancy to proof; the end of December Nancy will
resend for printing.
Maps and guides should be delivered to the Best Western in Siren for storage on
Wednesday,
January 10. Distributors should then pick up their product and letter packet for
businesses and
distribute. Sharon will prepare distribution lists and letters for businesses
leaving them at the Best
Western storage area for distributors to pick up
Paul reported the web site has been converted from Cute Site to MS Front Page.
The site will be up
and running January 4th, 2007.
Nancy Peterson volunteered to check accuracy for phone/addresses/number of units
on web site.
Dave Caithamer attended a UW Extension Community Advisory Group and a Governor’s
St. Croix
Regional Tourism Promotion meeting. The Governor’s Tourism meeting focused on
tourism and
possible state grants. Counties invited to attend this meeting were Burnett/Polk
and Barron.
The Annual BCRCA general meeting will be held Thursday, April 19. Dave Carder
will select a
location for meeting. Further info will be emailed along with dues form to
members.
Discussed number of vacation guides to be ordered this year; last year we ran
out of guides in July
or August. Paul made a motion to purchase an additional 3,000 guides which would
cost an
additional $3,000. Motion 2nd by Dave Caithamer Vote was unanimous.
Kingery Printery will mail shrink wrap cases to 46 businesses the first part of
January. IndianHead
will get their delivery the 1st week of January to prepare for the winter shows
that start January
10th.
Was reported that Donna LaPlante has been hospitalized due to a serious fall.
Barb Johnson will
send flowers and a card.

BCRCA BOARD MEETING
July 25, 2006
President Dave Caithamer called the board meeting to order at 6:30 at Stoffel's
Shady Oaks Resort. Board members present were: Dave Carder, Paul Howland, Nancy
Peterson, and Nancy Herman.
Discussion was held on the following:
Minutes from April 27 Annual Meeting and May 19 board meeting were emailed to
board members. Paul made a motion to approve minutes as sent after members have
read, however, board members would read and notify Sharon if any changes were to
be made, then corrected. Dave Caithamer 2nd motion. Carried.
Treasurer's Report: Balance in checkbook as of July 25, 2006 was given.
At the present time we have 33 paid members with two not having sent dues as of
this date. Dave and Sharon each called 9 members that had not paid dues
reminding them of due date. Three members were removed from the website for not
paying dues by June 30. One has paid since then. Members will be reinstated onto
website January 1, 2007, as stated in the by-laws.
Paul informed the board of a fundraiser planned for September 2nd at Houmann's
Resort for an employee of a member resort, who has breast cancer and has no
insurance. Discussion as to a donation or let each resort make their own
decision. Paul will have Connie Houmann or himself contact Dave to have an email
sent to membership.
Mike Kornmann sent an email to Dave regarding the JEM Grant is working on
between Burnett County and Polk County. See attached memo (Minutes file).
Nancy Herman has talked with Mike Kornmann and he indicated the county again
would buy pages for the vacation guide but not sure of an amount. Nancy will
suggest $4000; 1 page for map and 3 pages for vacation guide and indicating the
BCRCA will pay for the Calendar of Events page. If the county has less to spend,
she will inform Mike she has to go back to BCRCA Board with it. BCRCA is open to
suggestion as to what the county would like to see in guide. The county has
indicated they would like more information on the county in guide, but we need
the funding to be able to have the pages.
Nancy H. spoke to the Tavern League Commission last week; she explained to them
about the map/vacation guide and they bought a ½ page ad for the guide asking
people to drive sensibly.
Advertisers/resorts must pay their advertising bill for the guide/map by
September30, or they will not be placed into publications. Nancy has been
informing advertisers and also on ad sheet.
Nancy and her family will be moving to McGregor, Minnesota in the recent future,
which will be a closer drive to Burnett County for her. She will be hiring an
assistant, Priscilla Bauer, to assist her.
Distribution of guides/maps; distributors need to check with their businesses to
check the numbers of guides/maps they have. If they have too many of each,
please redistribute them to another business where they will be available. Paul
will pick up the businesses in the Webb Lake area.
Tax status: discussed a tax exempt status for BCRCA. Dave will check with the WI
Department of Revenue as to what our business is stated as on our Federal ID #.
Dave Carder will check with Tim Meister (Siren/Spooner accountant) as to what
our status should be as a business and if it should be pursued.
Website: Calcium program went “down”; Paul was informed, he called tech support
and was given a new code to enter; however, Nancy P. still cannot logon to her
calendar. Paul will check further.
Paul made a motion to pay the Winona Printing bill for the 10,000 maps; they
charged us tax for the first time and also charged us Minnesota tax. Dave
Caithamer 2nd. Carried.
Website: discussion on what to do with website as to upgrading it. After much
discussion, Dave Caithamer made a motion to have Paul work on the web with
appearance, i.e. Paul 2nd motion. Motion carried. Paul will redo one page then
email to Dave Caithamer and Nancy P. to have them critique it. Discussed BCRCA
buy a new program and have three activations so others can use. Also, have them
take classes on program. Dave Caithamer made a motion for Paul and Nancy P. to
find classes for Front Page '03 or better and if less than $100, BCRCA would pay
for them to take class. Paul 2nd motion. Motion carried. Front Page will be new
web publisher for BCRCA.
Paul asked if BCRCA could purchase another year of HyperMart (our main domain
for BCRCA) for $99 and Main Domain for 2 years for $2400 which is our main host.
Dave made motion, Paul 2nd motion and carried.
Dave Caithamer stated he will not run for President next April.
A local artisan group has approached Nancy H. asking if they could write a
section for the vacation guide. Nancy will talk with them further.

May 19, 2006
President Dave Caithamer called the board meeting to order at 12:45 at Birchwood
Beach. Board members present were: Paul Howland, Nancy Peterson, and Nancy
Herman.
Discussion was held on the following:
Treasurer's Report
Nancy Herman explained the vacation guide/map project requirements.
Dave made a motion we hire Kingery as our printer for the 2007 vacation
guide/map. Paul 2nd motion. Motion carried. We need to complete an Application
for Credit and Agreement for them, Sharon and Dave will complete. Nancy H. has
talked with the rep from Kingery and he wants a “print” of a preflight copy made
which they will do at no charge.
Nancy's contract for 2007 guide/map
Nancy H. suggested any advertisers that have not paid their ad by September 30,
will not appear in vacation guide or map. Board agreed with suggestion. Nancy
will add this statement to ad sheet.
Nancy H. related the Fort is planning to purchase a full page ad for this year.
We have donated their space previously.
Discussed the vacation guide layout as to placement of specific sections and any
additions we would like to add. Nancy H. requested the Board members read
general information in guide and critique for editing. Paul will talk to Kevin
Klucas about historical data we could use for guide.
Paul made a motion to increase advertising/web rates for 2007. Ads will be
raised 5% and rounding off to nearest 0/5 (not .44, 33, etc.); 2nd by Nancy
Peterson. Carried.
Board will discuss future number of guides/maps to be printed. We will try and
get numbers from the distributors as to #'s they have put into locations this
year.
Discussed June 30th due date for member dues; consequences if not paid by then:
resort name will be removed from website, lodging calendar, main calendar and
total availability to pull their individual resort to look at. January 1 will be

Sharon said she would send a reminder postcard June 15 as a final reminder for
dues to be paid; Sharon and Dave will call last week of June and remind those
not paid; July 7 Paul will remove from website and members not paid.
Decision was made to print 10,000 more maps; Nancy H. will contact Winona.
Dave redid the by-laws. Paul made motion to accept revisions with clarification
of penalties, which Dave will rework. Dave 2nd motion; motion carried.
Board discussed looking at new software to be used on web; this will take place
in the fall.
Dave made motion that Nancy P. will chair with Shelly and Marilyn involved,
looking at 5 websites and comparing fonts, background and appearance, etc. with
our BCRCA. Paul 2nd. Motion carried.

BCRCA ANNUAL MEETING
April 27, 2006
President Dave Caithamer called the general meeting to order at 6:35 at The
Experience in Siren. Board members present were: Barb Johnson, Paul Howland,
Dave Carder, and Tom Stoffel.
Nancy Herman was also present.
Dave welcomed BCRCA members, of which 19 members were present, for the annual
meeting. Dave Carder thanked Keith Hobbie, the chef and wait staff for the great
food.
Discussion was held on the following:
Copy of the Year End Financial Report was handed out; approved as printed;
Treasurer Report
Sharon reported we have 38 in our membership at this time;
Donna LaPlante indicated that previously dues were due June 1 with a grace
period until June 30. Dues paid by June 30 makes lodging establishments a member
in good standing; If dues are not paid by June 30 your name will be taken off
the web page until dues have been paid. Paul Howland made a motion dues are due
June 1. Barb Johnson 2nd motion. Motion carried.
Barb Johnson reported on our new logo which can be seen at the top of our
minutes or on the web site;
Nancy Herman handed out projected bid costs for the 2007 BCRCA Vacation Guide
and Map. Dave recommended the Board and Nancy discuss further which company will
produce the guide/map. Members gave Board the final decision.
2007 BCRCA Vacation Guide, Map and Web Project projected expenses were
discussed.
This year we ordered 30,000 guides and 50,000 maps.
Discussion on which businesses to deliver guides and map: The Board had
previously made a decision to deliver only to the businesses that have paid for
ads in vacation guide/map. Jerry Dorff indicated he has given guides and maps to
two locations in the Grantsburg area that are not advertisers; Donna LaPlante
said she and Dick always delivered to high volume businesses whether they were
paid advertisers or not. Nancy Herman said when she sells ads the businesses are
told they will have the maps/guides in their businesses. Discussed the fairness
in bringing product to locations that are not paying. Board made a decision that
distributors will distribute to tourism areas; but if an advertiser has option
to buy our ad and refuses, then product should not be delivered to their
business.
Advertising rates were raised 5% for members and businesses;
Distribution of guides and maps: Tom Stoffel reported at this time we have 51
cases guides and 8 cases maps at the Best Western garage. Distributors are to
pick-up product their. Thank you to Keith for storing the guides/maps at the
Best Western.
If we need more maps due to the construction of State Road 35 between Webster
and Danbury the quotes are: 2500 maps = $$1,082; 5000 maps = $1300; 7500
maps$1500 and 10,000 maps $1700; Keith made motion the Board monitor quantity
and make decision on #'s to be ordered, if needed. Donna LaPlante 2nd motion.
Motion carried.
Potential member letters will again be sent this year; they will be sent in June
instead of September;
Paul Howland changed the look to our BCRCA website 6 months ago. He indicated we
have had 189,571 individual hits since January, 2006 compared to 25,000 in 2004.
Thank you to Paul for the work he has done and is continuing to do on website.
Paul will check to see what locations all the “hits” are coming from.
Dave asked for volunteers to be on a Web Review Committee; Dave made a motion to
form a Website Ad Hoc Committee; Paul 2nd motion. What Dave is looking for is
only feedback Shelly Rowland, Marilyn Chesnick and Nancy Peterson volunteered.
They will email Paul on their thoughts and Paul will forward to Board. Motion
amended to say the committee should email comments to the Board of Directors.
Motion carried.
A news release with county map was sent to Leader and Sentinel two weeks
previously. Nancy Herman prepared map. Tourists may call an 800 number or look
on our website to get copy.
Dave announced Nancy again received the Communicator Award Winning Publications
award for our vacation guide and map. Congrats to Nancy.
Nancy Herman reported on members and advertisers in website with advertising.
Thank you to Dave and Kathy Carder for printing newsletter, and paperwork for
general meeting. They indicated they are willing to print our material in the
future. Discussed BCRCA paying for paper and ink.
Board minutes from our April 3 board meeting were mailed and emailed. Paul
Howland made a motion to accept minutes as printed; Keith Hobbie 2nd motion.
Motion carried.
Dave recognized board members and thanked them for their service;
Election of Board: Tom Stoffel and Dave Carder's board terms have expired; Nancy
Peterson and Dave Carder were elected to serve the two positions
